APAC MUNICIPAL COUNCIL
Community Based Services Department is a department mandated to foster the development of communities and bridge the gap between them through the service delivery of government services by mobilizing the, empowering and providing welfare services to the community, community base groups, venerable and disadvantaged persons, particularly the women, children, persons with disabilities, the elderly and the youth to participate in community activities and benefit from the services of the department and other agencies of development in order to achieve gender equity and meaningful Socio- cultural and economic development.
Services in the department are therefore provided under the following sections.
- Department head concern with general administration and NGO/CBO registration.
- Community development (FAL program, Rehabilitation, Disabilities, elderly, gender and culture)
- Probation and youth
- Labour and industrial relations.
- UWEP and YLP Programmes
In Apac Municipal Council the department is in adequately staffed, position for Labour, Probation and welfare Officers Liberian, Assistant Liberian and Liberian Attendant are vacant.

Through its nature, the various sub-sectors of the department work hand in hand with the other departments. Community development sub-sector is also fully involved in UWEP and YLP Programs. The sector of probation and welfare works closely with the department of Education and Sports in integrating juvenise and disabled in the main stream of life and thus Education. Labour endeavours to attain secure and sustainable livelihood through freely chosen productive employment and work for both men and women.
PRIORITY
The priority in this department is the maximum utilization of the available resources. The idea here is the realization of the potentials of the disadvantage groups in the community taking into consideration the value for money spent in each activity carried out by the implementers. This can be confirmed in the budget allocation to each sector depending on the agency and magnitude of the programs which each sector has. Despite of little resource allocation, the priority areas are created for, in this department. For example, Child protection, Gender issues, disability, elderly, women and youth.
Situational analysis:
The department has a vision to ensure better standard of living, equity and social cohesion. The department, therefore, has made the mandate to empower communities to harness the potential through skills development, labour productivity and cultural growth.
The above mandate is derived from CAP 4 Article25, 29, 31-38, 40, 42 andCAP16 of the constitution that provides for the protection and promotion of fundamental rights of the poor and vulnerable groups as well as institution, traditional or cultural leaders.
The sector has remarkably achieved through a number of concerted efforts of government, Non-Governmental Organization (NGOs and other stakeholders.
Through mobilizations and sensitizations on developmental issues, communities have greatly been empowered in all spheres of life.
Communities have benefitted in a number of supports through active community groups to improve household income.
Programs like Social Assistance Grant for Empowerment (SAGE), OVC programs; NUSAF3 has remarkably reduced the problem of poverty and vulnerability. However, with the increasing number of orphans, caring for OVCs remains a burden on most households.
There are small village savings initiatives spotted everywhere helping communities to deal with the day to day unforeseen problems.
Through gender responsive approaches, women’s participation has tremendously increased in tangible and paying endeavors. This has reduced on the gender gaps and disparities evidenced by increasing numbers of women in business, production, leadership and better enrollment and retention of girls in schools. However, access, control and ownership of production resources for women is still limited for women and is a major setback in community development. Land for example depreciates every passing second and is getting scarce the high population growth associated to high fertility rate standing at 7.1 in the district. Still other hindrances to development include youth unemployment, alcoholism, laziness HIV/AIDS and other chronic diseases.
Challenges
- Inadequate resources to implement community development activities.
- Negative attitude of the people in adoption of new technologies.
- Increasing numbers of vulnerable persons attributed to HIV/AIDS, Natural disasters, chronic poverty and limited social protection (break down of extended families).
- Gender inequality leading to unequal distribution of productive resources, opportunities and violation of human rights.
- Increase in gender based violence (GBV) leading to increased household vulnerability.
- Conflict in norms, values, beliefs and practices which limit cohesion and slow down development.
- Inadequate data coupled with poor data management for effective planning.
